Apps can save your life if you use them. Look for time management apps along with productivity ones. Your iPhone was not just made for fun you know!

Staying up late is not the same as getting up early. If you wake up at 2 p.m. everyday then that only gives you about three hours to get things done with the real world, i.e. talk to the lady at the financial aid office or pay off those tickets you owe.
Create a time map, and follow it. For example, in the morning you will go to the gym. Then in the afternoon I will go to class. At night I will do my homework. Of course your time map will be much more specific. Here is a great time map template.
